Merging 2 copies of a database

I have a couple of users that are using exact copies (Structurally) of
a split database. The database has 14 tables with numerous 1 to many
realationships. I need to find a way to merge the data from these 2
databases into a single database preferably not split. We plan on
moveing the data into SQL but want all the data merged before we do
it.
We are using Access 2003
