Locked Out but I have Workgroup File & Password

I have an Access 97 secured database which I designed myself. I have the
workgroup file and I have been both been trying to access it using a custom
shortcut--which I updated to reflect the current filepaths of both the
database and workgroup file--and I also tried just manually joining the
workgrup file and double-clicking the aplication. I was successful at
"joining" the workgroup file.

I keep getting 'You Don't Have the Necessary Permissions" before it even has
a chance to ask me for the password. I did restore these files from a CD but
I do remove the "read-only" attributes from them first.

Why is it doing this?

Again I know the password of the workgroup file and I am the flat-out
administrator. But I won't even let me get to the point of asking for the
user id & password.

Does your custom shortcut point to the file or the Access executable? It
needs to do the latter any time you try to use command line parameters.

That is how I have it.

Are you absolutely positive the shortcut is pointing to the correct mdw?
That's the only other thing I can think of. You can execute a command that
will tell you which workgroup file is being used once you are in the file,
but I don't know of a way to test the mdw being used when you are denied.
