Network Programming

I'm wanting to do some network programming in C++ but I'm not sure
where to start looking. I would prefer it if it was portable over
multiple operating systems. I believe there are a number of problems
programming in raw sockets when porting. I've seen something called ACE
which I was considering looking at.

It's times like this I realise how good the networking API for Java is
;).
