Capture Download complete Event - XP

Is there any way to capture "download complete event" on XP?
This is typically when user tries to download a file from a server and is notified when the download is complete.
I am looking to capture this in .NET application.
Any thoughts ? Pointers?
Thanks.

By the way, ActiveX comes into mind - a possible way of doing this
