Cannot set up enviroment variables in Win 7 - greyed out

Hi,

For some reason I cannot seem to be able to set up environment variables. I need to modify my PATH variable so it defaults to C:\Ruby193\bin. I am running 64bit Win 7 Home Premium SP1 build 7601. Obviously I am trying to do this from under my admin profile, but I can only edit variables for a particular user and not the whole system (all the editing options for the system are greyed out).

I think that means my "admin" profile is not really an admin but some sort of superuser? How do I grant it all the rights I can, or how do I fix this specific variables' problem?

I will really appreciate any help!

Turns out it works ok when I access it via Control Panel>System and Security>System >Advanced System Settings

whereas I was trying to do this from under Control Panel>User Accounts and Family Safety> User Accounts which obviously didn't work.

I'm trying to create some envirment variables but I'm having some trouble. Whats the correct way? This is what I've got in my C# application.....
