Change Passwords without Domain Sign-in

Users who logon to window domain can change their password very simple .But , how do they change passwords for their doman accounts when they are not signed in?

I don't know that you can right off. Even administrator has to log in to do user management.

DB2 user OS to do the authenticate. For security reason, the password of the used used by the application need to be changed. To change the source is easy, but there is hundreds of applications also need do the same change accordingly.
