Push Down A Shortcut To User's Desktop

I wasn't sure of what to search for to find similar posts so I appologize if this is an existing thread.

I do not have access to a computer that has Server 2003/Active Directory installed, not do I have access to a text book, etc. I figured this would be the next best thing.

If I wanted to push a shortcut to a MS Access Database onto all users desktop next time they login. How would I go about doing this. I haven't used AD or Server 2003 in a while and I cannot remember offhand the steps, or really where to start.
