Running a .exe with parameters

I badly need help on running a .exe file in vb with parameters

Dim retval
retval = Shell("E:\test\ tagger.exe < 1.txt > TAG2.txt ", 1)
End Sub

but it seems to run tagger.exe only and doesnt pass the values < 1.txt > TAG2.txt

this .exe need "< 1.txt > TAG2.txt " as parameters

if i run it in shell it works fine but in VB it only opens the tagger.exe program

All help is welcome plss

i tried using :
Shell "E:\test\tagger .exe < 1.txt > TAG2.txt "
but it only runs the .exe

1.txt is the input and TAG2.txt is supposed to be the output file for this program

but the parameters arent passed ...
any help is welcome pls

On reflection, you could possibly make the app a self extracting zip file which extracts the EXE and a settings file and then starts the app, then when you app closes, it can repack the settings file and itself into the exe.
