CAB file not installing

I created a CAB file for an internet web page. When you load the page it
prompts for an install. If you choose install the prompt goes and the web
page finishes loading with no errors. However the cab file fails to
install. Reloading the web page will prompt for install again.

The cab file is "Safe for scripting" and "safe for initilization". After
the install prompt I've checked the "Downloaded programs folder" and the
dll does not appear.

This is the first time I have encountered this problem and it only happens
with this cab file. My other ones work fine.

I have XP and SP2 but have tried on a SP1 machine which has the same

Annoying that it fails with no error message.
