I tried enabling these commands manually and dragging them onto the menu (From
Tools --> Customize --> Commands (tab), select "Project" in the Categories listbox,
and scroll about one-quarter of the way down in the Commands listbox to locate the
"Add Method" command) ... they appear nevertheless to always be "grayed out" in
Visual Basic .NET.
As the article suggests, you can still write a Visual Basic Add-In to present modal
form and then injects the skeleton Sub into a .vb document.
