Cursor on selected text

Does anyone knows how to change the cursor when the mouse is over a selected
text on a textbox or richtextbox? (similar effect on Window Wordpad)

dousn't this give an arrow when the mouse comes in the textbox instaid of
when the mouse is over the selected text ?
and there isn't a txt.selectedtext.cursor i'm afraid :/
