vb.net Configuration Manager Won't Allow Changes

I have a solution with 4 vb.net projects in it. They are a Windows class, a
service, a console app, and a Windows forms app. All of them have the class
as a dependency. The currently project I am working on is the Windows Forms
app and I don't want to the build the rest of the projects when I go to
compile the WinForms app, but the Configuration Manager won't let me uncheck
the 'Build' option for the other projects. I click on the checkbox, but it
doesn't change and nothing errors out. Has anyone seen this project?
