Need advice on how to program...

I am still new to VB Programming, and I'm seeking advice in Visual Basic on how to write a program that will perform the following duties:

1) Install as a service on Windows Server Platforms
2) Display a splash screen upon bootup/service start
3) Read in an XML file for settings
4) Listen on LAN for messages from remote computers
5) Send commands to turn on/off a remote relay
6) Install an animated System Tray that will launch the GUI
7) Provide operator level system program changes
8) Provide technician level system program settings/readout
9) Display a warning when the service has been stopped/interrupted
10) Require a 'registration code' to continue after 15 days
11) Record a log of operations

Very few aspects of this I already know how to do. These are items 5, and limited on items 3 and 11.

What I really need to know first are items 1, 4, and 10.

Would anyone care to help point me in the right direction as far as which classes to examine?
