Connecting to Oracle Database?

Is there any way to connect to an oracle database without using the oracle.dataacce ssclient?
I work for a large corporation and recently they must have made some changes... Now my .net application (I'm using visual studio 2008) when trying to access an 11g database will give an ORA-1017 Invalid Username/password message.

The kicker is that this is not consistent for all users... Some users are able to log on and some users aren't.

However everyone can log into the same data base using sqlplus or sql developer without issue.

Users were able to log on with no problem for two years up until now.

The Oracle Data Access client I am using is 9.2.0.401

I know this is quite an old version and my first step will be to recompile on a newer machine to see if the problem gets solved..

However, if this doesn't work are there any api's out there to create an oracle connection from VB.net that do not involve the oracle data access client?
