Upgrade to VS2008 using Framework 2.0

Hi, I would like make new projects in VS2008 (actually I work with VS2005)
because in my opinion is more faster than VS2005, but in the moment I need
only framework 2.0.

Well my problem are with the final user, because they have Framework 2.0; I
would like make my projects only with Framework 2.0, and my problem is with
the setup project, when I try to install that, they ask for Framework 3.5,
and I don't know why, because the main project and the installation project
was create for .NET Frame2.0

I modify the properties of the project in Properties->Compile --Advanced
Compile Options and in Target framework I select NET Framework 2.0; in the
installation project requirements, I select only .Net Frame2.0 (x86) and Win
Installer 3.1, but when the user try to install that, they get the message
for download Fram3.5, but some users don't have internet, and they can not
install the software.
