Clicking "Start Debugging" makes a "File not Found" Exception

Sometimes when I After I click "Start Debugging"
I get a "File not Found" Exception.

Could not load file or assembly 'FormTesting, Version=1.0.264 6.36738,
Culture=neutral , PublicKeyToken= null' or one of its dependencies. The system
cannot find the file specified.

Usually this happen right after (or maybe while) the
Output window is showing the projects the IDE is checking.

Typically none need compiling since I've built before.

I close all windows, rebuild the solution and that usually fixes it.
Any suggestion at all about what I can do to avoid this?

It's getting to be a real drag.
