license keys commercial system?

We need a system out there that will be used as a license key system... not
for an application in itself but to say an app can have so many users based
on the key's installed or such (tied to a database backend in our code)
anyone make license key systems that are extensible like this out there?

Take a look at at Infralution's Licensing System. It can be extended
easily to meet those requirements and includes a comprehensive
customer/license management application. We also offer full source
code which gives you ultimate flexibility.
