VS2003 and supported .NET framework versions

Quick question ... I'm running Visual Studio 2003, and I have
framework 1.1 and 2.0 installed on my system. Does VS2003 support
framework 2.0 as it seems to be using 1.1?

VS.NET 2003 is tied to .NET 1.1. VS 2005 is tied to .NET 2.0 (3.0).

VS 2003 supports 1.1 and also 1.0 (if set in the settings).

You can download Visual Studio 2005 Express for free (works with .NET 2 and
..NET 3)

My encrypton / decryption routines work fine with exactly the same code if: (a) I encrypt and decrypt with .NET FW 1.1 with VS2003 or (b) I encrypt and decrypt with .NET FW 2.0 with VS2005 but if I try to decrypt a string encrypted via VS2005 but using VS2003 (or the other way round) I get a Bad Data exception.
