System.Diagnost ics.Process.Get Processes ?

I have a program that some else wrote but it's my duty to try and maintain
and in there are a couple of places where it makes a call to the
System.Diagnost ics.Process.Get Process in order to find out if one or more
programs are currently runnig and give the user a chance to exit out of them
before killing them off.

All of this works just fine as long a the logged in user has administrative
rights to their PC but when the local IS department is placing new PC's on a
persons desktop they are not giving that person administrative rights.

Does this GetProcess functions require the user to have certain rights or is
there a way to work around the problem?

I am starting and stopping a process using System.Diagnostic.Process. aspnet_wp is running as system rather than machine (as per machine.config modification). When the process gets started, it will not respond to tcp connections. The process is a service that accepts incoming tcp connections. Any ideas will be great.
