Acessing JPG EXIF Data

I would like to write a custom VB.NET program that can extract the EXIF
text data embedded in a JPG file. I see there are some libraries out
there that provide this ability, but they are costly, and do way much
more than I need to do. Can anyone provide me to a pointer to where I
can obtain some specifications of the structure of a JPG file?

I have tried to use a php code (found it online) to create a gallery but I am wondering if thereare any other PHP options besides using EXIF. The reason is that the images I am using for the gallery are not taken using a camera and therefore don't have the EXIF data.
