NT Service does not execute NET SEND

Hi there!
I have created NT Service that runs on a Server. It should NET SEND to
a specifiv Client in a special case of environment.
It does NOT net send.

The Messenger Service is running. Manually executed in DOS net send
works from server.

I have created a 2nd NT SRV to test it that does nothing else then
sending net send onStart and installed it on the server. That net send
works!!

I use exactly the same line in both services, but only the test Srv
does execute it.

Shell("net send Host1234 test Message.", AppWinStyle.Hid e)

The Service not executing should execute net send from a Sub called by
another Sub. But it also does not execute net send when calling it
from Sub handling event "onStart".

Both Services are running under same account (local system).

Does anyone have an idea?
