Auto-install .net or run my app?

Hi every one, I am new to this forum, and programming in general, I
come from a system admin background, and I wish to further my
knowledge, job prospects etc. by expanding my skill set.

I have finished my first application, after much reading, re-coding
and trial and error. The application is basically an interface for a
CD that allows you to launch utilities for diagnosing and
troubleshooting computer problems, and includes a wealth of
information.

However in my haste, and desire to further myself by learning the
latest technologies I have developed my application in vb.NET. This
has caused me a problem, as I regularly work with a variety of
operating systems every day. As the application runs from a CD, it
quickly became obvious that this will only work on computers that
already have the .net framework installed. As it stands the CD has an
AutoRun.ini file that starts the.exe. Is there any way for me to check
for the .net framework, and if missing install the redistributable ,
and if it exists continue to launch the application

I'm using the following in a page that I'm testing in Mozilla: p.actionLinkBlock {border: 1px #000000 dashed; padding: 0.2cm; width: auto} But the dashed border is extending to the right-edge of the screen. I want it to only extend as far as it needs to to nicely contain the content within (a couple of links). Is width: auto the wrong property to do this? Is Mozilla rendering the style wrong?
