Deployment of localized apps

I think I know, more or less, how you develop a localized application,
but I am confused as to what should be distributed with it. For
example, suppose I have MyProject, the basic language of which is
English (en). MyProject is also localized in French (fr) and German
(de). What exe/dll files should the users have on their computers in
order to use all three languages, and should these files be in a
particular folder structure?
