How to get the MouseEnter Event to fire on UpDownBase

Is there a way to get the MouseEnter event to fire for a user control that
inherits from UpDownBase?

The event is hidden, and does not fire when the mouse enters the control.

When I move the cursor onto the button, exactly on the edge (most outer pixel of the button), I get a continuous stream of MouseEnter and MouseLeave events for the button. Is this normal?
