Placing form in desktop, like taskbar

Hi,
I have a form, and I would like it to act a bit like the taskbar, so that
the icons in the desktop, won't hide under it, but instead move away from
under the form.
Is this possible with vb.net?

Form maximizes through whole screen, but I don't see bottom part of grid, because TaskBar (of Windows) is above grid. Why form maximizes below Taskbar?
