Creating a New Outlook 97/200x Task in VB.NET

I've seen some code out there that talks about creating e-mails in Outlook
2003. I want a procedure that can reference the default mail app (Outloook
specific code is fine for my needs), and tell it to create a new Task. I
remember Microsoft Access had that ability, and encapsulated the code nicely
so that all I had to do was say DoCmd.SendObjec t <params> (for e-mails).
Access didn't care what the default mail app was, and I didn't have to tie
into any specific reference or library.

Any suggestions on how I can generate a task this way? TIA...
