Enterprise Manager - Permissions Question

I need to allow some developers access to Enterprise Manager. They cannot be allowed to update or modify any data, just read it to create views, reports, etc.

I seem to be unable to get Enterprise Manager for thier user profile to register any SQL 2000 Server, as their login credentials fail.

What is the LEAST database access I need to provide them while still granting them access to EM?
