windows installers and license agreement

Is it possible to create a windows installer using distutils that
includes a
prompt for the user to agree to the terms of the license?

Yeah. In your setup.py script, have it pop up a console window with the
license agreement and a prompt to agree to it.

If you are going to be creating windows installers, take a look at Inno Setup.
It is way easier and more flexible than just using distutils.
