Use the subprocess module:

import subprocess

p = subprocess.Pope n(["tracert", '-d', '-w', '100', host],
stdout=subproce ss.PIPE, stderr=subproce ss.STDOUT)
while True:
line = p.stdout.readli ne()
if not line: break
print '-->',line,
p.wait()

I wrote small python only script for tcptraceroute some time ago.
This works without a subprocess:
