cannot compile 2.3.2 missing Modules/Setup.config.in

I am on Solaris 2.9. I simply ran "configure" and I got this error
message:
config.status:6 71: creating Makefile.pre
config.status:6 71: creating Modules/Setup.config
config.status:2 0: error: cannot find input file:
Modules/Setup.config.in

There is nothing in the Modules directory. I also noticed that
someone else posted this same error on a different platform. Can
someone tell me how to create this file?
