Keeping two db's in synch across continents

I have one db here and a copy of the db in another country. More often than not we lose the link between the other country.

We need to find a solution to deal with the following.
- To copy data from one field in a db to the other db using a trigger - can this be done with Postgres?
- To determine if the link is down we use our own software, but we need to tell Postgres that it is down when the user pressed enter, and if so we must store the data in a cache until the link is up again - how is this done in Postgres?
- When the link is up it will attempt to write to the db in the other country - can we get Postgres to respond in this way to an external program?

Has anyone done work on this kind of thing before? Is it possible to write a trigger to do that? If this is possible it means we don't have to deal with messy merging.

There could be tools available, personally I am not using any of replicators so I could be out of date with the current development in this area.
