Postmaster is accepting TCP/IP connections error

PGDRIVER=org.po stgresql.Driver
PGURL=jdbc:post gresql://172.18.1.19:543 2/test

I am try to connect to pgsql but i am getting this error in windows XP

Connection refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.
at org.postgresql. core.v3.Connect ionFactoryImpl.


But if i use
PGURL=jdbc:post gresql://localhost:5432/test its connecting
I came to know that i have to modify some .conf file
Can anyone guide me about this
Its urgent please

I think you need to look into your access control file: pg_hba.conf
