The short answer is yes; you have to download the entire thing, and do a
client install (which isn't particularly lightweight).
It may be possible to hack and fudge it down to the minimal libraries, but it
won't be supported, and it's likely to fail.
You can cut things down quite a bit by doing a Custom install and selecting
only the Oracle Net and developer options, and deselecting everything else.
