I'm getting ready to start a fairly large application to be hosted on
SQL-Server. In the past I have used Access 2002 (as a front end, wasn't
happy with the number of bugs I ran into), PowerBuilder 6.5, Oracle Forms 7
years ago (also no happy with the number of bugs). I was curious what the
state of the art was these days and what current recommendations were for
4GL type of development tools.

I have been doing web development for 4 years(5 from college). I
consider web development, even with the best of the best tools a painful
excercise. I am comparing this to GUI or CLI development. There are so
many components, databases, caching, middleware component, clustering,
the interface, interoperability.
You have to build webflow, work with possibly hundreds of pages, on and
on, web servers.

I am unable to find appropriate documentation on the type promotion of bit-fields when using the generalised comparison operator "<=>".
