variable php_value in apache .htaccess?

In my .htaccess I currently have:

php_value session.save_pa th /var/www/app.example.com/tmp

I would like to have the php_value set to something like %SITE%/tmp
instead. This is because I also have some test instances which are
app-test.example.co m and would like the session variables to go into /
var/www/app-test.example.co m/tmp automatically, but I don't want to
have to keep changing the .htaccess files between the two directories.

Is there an easy way to do this?

In ASP you can create a variable that is accessible by all scripts in an application. Is this possible in PHP? Storing a multi-dimensional array in memory has much greater performance benefits than storing in a database or session (which just gets saved to disk anyway). I've searched everywhere for this but I'm not sure exactly what to search for. What I am trying to do is pass a variable to a php script via the URL. However, I don't want to use the standard "?name=value format." I want to either pass the variable as "value website.com" or "website.com/value" where the script is stored in some directory "website.com/script/index.php" and the value gets stored in a variable declared within my php script.
