I already use and am happy with a variety of text editors (vim, emacs,
ultraedit, jedit, Homesite) depending on my needs, but I would like
recommendations for a PHP specific IDE that will run on Windows XP.
Specifically I am looking for something that can help with debugging,
provides efficient code browsing (functions, objects, etc) across
multiple files in a project, easy browsing through proper mappings to a
development server/local server, and hooks to PHP
reference/help/website.
Needless to say, standard features like syntax highlighting, block
formatting, etc. are a requirement.
I've been looking at Zend Studio and Nusphere PHPEd as primary
candidates. However, I have a short window to buy something (fiscal year
issues) so any comments on these two editors (separately or in
comparison to one another) or other tools I should be looking at would
be greatly appreciated!

Most of the 'Windows' keyboard shortcuts,(Alt-F-S, Ctrl-H etc...), do not
work.
The auto-complete function has to be turned off as it does not help at all.
Simple functions like search do not work.
And your work area is not saved.
But as far as I know it is the only one that will debug php.

Yes but, AFAIK, it is not free.
True, though I am not averse to paying to get the best tool! I did see that
they are doing work and a new version of PHPEditor is supposed to be out
anytime (they were projecting April and the changelog indicates changes in
the last week).

Zend is verrrry slow--slower than DW. IMHO, PHPEdit is so
fast--probably next to devphp (but devphp is not impressive)
But the sad thing is that PHPEdit is going for commercial models
(lite and pro like models, it seems). The good thing is that PHPEdit,

Well, as you can see from the traffic you have in the conversation here, it
seems to be more about preference. I've downloaded all of them and have used
them multiple times, but for me Zend does the job that I require it to do
perfectly.
All of them are roughly similar with some odds & ends, and quirks that some
have over the others. I know you don't have much time, but NuSphere and Zend
allow you to download evaluation versions which if you want to purchase, you
simply just have to get a new serial number for them. Zend looks to be the
cheapest for just the IDE (Zend Studio Client).
Download something built in PHP suchs as phpBB and open it up, look around
in the IDE, see if it makes sense to you.
