XML inline images?

How do I generate XML inline images from a MySQL database?

I know how to output the binary data, and I am thinking something along the
lines of mime64 encoding is probably the standard used, but I know nothing
about the details, and what, if any, headers should be inserted into the XML
(say, for a JPEG file), and how. any ideas?
