error reporting

my server is somehow configured to not show any errors what so ever. I have
tried the following 2 lines to no avail in my test script:

error_reporting (E_ALL);
ini_set ('error_reporti ng', E_ALL);

all I get is a blank page when there is an error

We want to automatically turn off the error reporting options using Windows API functions for the following functions area Click on Start, Settings, Control Panel, System, the Advanced tab and Error Reporting (at the bottom of the screen), which launches the Error Reporting screen.
