I am a new man to Perl. Anybody can help me to convert a perl program into .com format.

I don't believe that there are any utilities that will do this directly.
However, there is a file pl2bat.bat that is included with ActivePerl that you can use to translate a perl script into a bat file. You can then translate the bat file to a com file if you wish. Although I expect that a bat file should be sufficient for most purposes.
Honestly though, I would avoid doing either of these things. If all you want is to be able to invoke the perl script easily, then just create a bat file that will invoke perl and the script. That way any changes you make to the script won't require an update to the bat and then update of the com.

There is also perl2exe by IndigoStar, but I have never used it and don't know how well it works. I also highly agree with Miller. Create the batch file to do it for you. Everyone I have seen discuss these programs says that they don't do the job correctly and you end up having miscellaneous issues.

My php script is to call perl scipt which makes use of
Spreadsheet::ParseExcel module to parse Excel file. I am able to launch
php script from command line so that perl script can run and properly
parse Excel file. However, when I put php script on server side and
