Encryption System

hey ppl i jus wanna kno the basis of devising an encryption system to provide security at various levels... I jus wanna kno how to create an encryption system like 256 bit AES(Advanced Encryption System)!!!! Which programming must b known to create this??? What's the logic n where to start???? Please Help!!!!!!!!

To implement a algorithm you can use any language like c,c++, java and etc, but
if you want build a application then you need to choose the right language. RFCs are the right place to start.

I pass this stream to the E_File sub, which encrypts the stream and writes it out to the FileStream. And those passwords are stored in my SQL server. Now I need to migrate my application to framework 2.0.
