cannot initialize application, unable to open file question

Can anyone tell me what the following message mean? "cannot initialize
application, unable to open file [25000:2:1] {15034:1:8]
I am getting this message when I try to open a video software from my desktop.
My operating system: Microsoft Windows XP Home edition version 2002 service
pack 2
Graphic card: NVIDIA GeFORCE FX5200
Sound card: SB Live! Audio [C800]
Processor: Intel (R) Pentium (R)4 CPU 3.00 GHz
300 GHz,512MB of RAM

NG = News Group, because after all you have subscribed to
msnews.microsoft.com and it contains many MS NG(s).

This NG you are posting to now doesn't apply to your situation in hopes of
finding an solution for your problem. This is a computer programmer's NG
that deals with computer programming languages.

You'll want to post to a more appropriate NG like MS.Public.WindowsXP
*General* NG concerning your issues.
