Web service pooling

I have a VB.NET web service running .net 2.0 connecting to a SQL Server 2000
SP 4 database. We are experiencing networkIO wait types on our SQL server
database at least once a week, which makes debugging difficult. The client
application is simply a windows .net application. Some clients run through a
terminal services environment while others run on laptops / desktops.

I fully understand what causes NetworkIO wait types but i am unsure as what
to do in order to resolve the problem. Some have suggested web service
pooling? If this is the case can anyone guide me on to achieve this?
