Sending emails is the easy part, its recieving thats tricky. How exactly do you want it to recieve it? Through outlook could be done fairly easily if you have an existing email somewhere. If you want it to handle web requests and emails all by itself to that particular machines address... thats a lot harder.
What I remember about writing a web server in c#, it isnt easy. Its feasible, but not easy. Your best bet would be through outlook to keep this simplistic.
