Setup Error: Failed to load resources from resource file.

I am receiving the error listed in the subject randomly in a few of
my .NET applications. I see that this error was talked about many
times in the last couple of years, but not so much recently. Further,
it seems no one was able to solve it, unless they could identify a
stack overflow somewhere in their code.

I have searched my code up one side and down the other for possible
overflow points. However, I have found nothing that could be the
culprit.

This error occurs at random. I cannot force it to happen, other than
by just letting my application run until it happens. The machines on
which it occur are varied. Most are XP SP2, but some are W2K3. All
have .NET 1.1, and some have 1.0 and 2.0 but not all.

The code is in VB.NET.

Does ANYONE have ANY ideas? The code is far too complex to post, but
this error just started happening on or around the turn of the year.
Before that, this error never happened, and yet nothing in the code
changed.
