.NET Certificate signing failure

Hi,

I currently have an ASP.NET application that behaves differently on
different versions of Windows 2003 (Web Edition and Standard Edition).
The application looks up the certificate store to sign a web service
request. The application runs successfully on the standard edition, however
fails to work on the web edition. I tried to determine what files the
ASP.NET worker process (w3wp.exe) was using with filemon
(www.sysinternals.com). The Standatd Edition looks up:
1. C:\Documents and Settings\NetworkService\Application Data\Microsoft\Crypto
2. C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto
however the web edition only looks up
1. C:\Documents and Settings\NetworkService\Application Data\Microsoft\Crypto

I have reproduced this problem on 3 different "Web Edition" Machines so it
appears to be related to the operating system however it is very difficult to
confirm this. Any help would b greatly appreciated because I've spent weeks
trying to solve this problem.
