error when installing dotnet framework

Good Afternoon,

Today I tried installing .net Framework 1.1 off of the web and received an
error. Can not install this program. Let me start with some history first.
I have a Dell Optiplex running Windows XP Pro with sp1 with all updates
coming from an SUS server. I have logged into the system as the
administrator.

We were trying to install QuickBooks 2005 and during the install it tried to
install .net (.net framework) and it failed. I was then called up. I
logged into the system with Admin rights and went to the windows update site
and tried it that way and it failed. I followed KB:836937 and did
everything up to the part where I have to check for the certificate (note: I
did check and the certificate was there) and or deleteWUTemp files. I
decided to check this another way and downloaded the file from the MSDN web
site which was the Redistributable. This way I could find out if it's a
download thing or a .net thing. That also failed, here is the event log
that I got

For those who helped thank you,

I was able to fix the problem by Re-Registering the windows Installer by
using the following command

msiexec /regserver

Hope this helps somebody
