ClickOnce Opens Browser- Fails to Install

I just deployed a ClickOnce application to a large amount of users. Several
are unable to run the application. There is a shortcut that is a url to a
..application file. The ClickOnce app is set up as "available online only".
When the user opens the shortcut the browser opens and then immediately
closes. A folder structure is created in the C:\Documents and
Settings\UserNa me\Local Settings\Apps\2 .0\ folder but no data is copied. The
user is not prompted with an error. There is no error in the Temporary
Internet Files or the Windows Temp folder. .Net 2.0 has been repaired,
uninstalled and reinstalled to no avail. We have reformatted one of the
users pcs and the error still occurs. We are on XP SP2 with IE 6.029. The
application is signed with a trusted certificate. The url has full trust in
..Net 2.0 Code Access Security The user who's machine was reformatted is set
up as a Local Admin. Has anyone seen this behavior before? Any ideas?

You said a folder structure is created, but there are no files there?

Which version of VS are you using to push the deployment? If VS2008, are you
targeting the same framework that you are (hopefully) specifying as a
prerequisite?

We eventually found the cause of the problem. A third party application had
added a iexplore.exe.co nfig file to the C:\Program Files\Internet Explorer.
Its contents were:

<?xml version ="1.0"?>
<configuratio n>
<startup>
<supportedRunti me version="v1.1.4 322" />
</startup>
</configuration>

This caused me to lose a bit of my hair and the installation behavior that I
described previously.
