Net.WebRequest. Create objects GetResponse method returns -1.. why?

I have an small app. that uses WebRequest class in a scholar way like:

dim imgWeReq=system .net.WebRequest .Create(some_ur l_string")
dim imgWebRes as net.HttpWebResp onse

imgWebRes= imgWebReq.getRe sponse
but, sometimes without any reason, ContentLength property of imgWebRes
equals -1.
but it downloads file successfully...

why I cannot read that property sometimes?
how could i correct this?

When posting data as if I did a login (see code), I just receive the login page, instead of the page I should get after login. I am working on a WebRequest accessing the US Postal Service WebTools test API. This service uses a DLL file (ShippingAPITest.dll) with a query string which includes XML. The web service accepts the query string with no url encoding. I must pass the <> characters as they are in the query string. If these characters are url encoded the service rejects the request.
