KB946609 - Doesn't install but Win Update says it did

I have done the download and install of KB946609 twice now and Windows
Update still says it needs to be installed even though the Update History
shows successful installation. However using IE7 on sites using Silverlight
clearly shows it's not installed since I get messages about it not being
installed. Anybody else have this situation/problem? MSMVP maybe know why
it's occurring? Yes I have .Net Framework installed. All 3 versions with
the latest known updates and IE7 is up to date.

Well after some digging I found my own answer.
Silverlight does not support Pentium II and various earlier versions
of AMD Athlon processors. I stumbled on it in a Silverlight support
group forum and confirmed it by downloading silverlight.exe from
http://www.microsoft.com/silverlight. The installer informed me that
my processor (AMD Athlon 1GHz) was not supported.

It turns out that Silverlight needs a certain instruction set in
the processor to work. Something called SSE. If your processor doesn't
have this then Silverlight won't install. The standalone install let's
you know this but the Automatic Update download install doesn't.
