.application files for clickonce?

Hello,
I am having an issue at oneof our sites with installing a click once
applciation which is deployed ona webserver.
One user can install it fine, but another's PC does not know have a file
association for the .application file.
What application should handle it, and how can I get this user's pc to
recognize the file and install the clickonce app?
